The reason I ask:

but elsewhere eg

shows 4.36 Inches precipitation
Not sure if there is a reason for this. e.g. Perhaps the first excludes snow? If so the question says 'rain' not 'precipitation'.
Maybe above is an argument for first ref. OTOH Jan 2026 showed 2.7 inches there and it was resolved yes based on comment with link to https://www.cnyweather.com/wxrainsummary.php#:~:text=Table_title:%20Rainfall%20Summary%20(in)%20Table_content:%20header:%20%7C,%7C%20:%200.77%20%7C%20:%203.43%20%7C
though that currently only shows 1.04 inches for Feb.
