These sound like there are substantial ambitions.

It depends on his mandate. I think a big part of his approach is to "make requirements less dumb", so I think he can cut a lot of government spending by cutting environmental and social rules on otherwise unrelated legislation. He can slash NASA funding.

He might also be able to improve efficiency by firing people he deems low-performers.

But there's probably not one single big thing he finds.

If he takes a few hours break from Diablo maybe he can work with congress (under the facade of UAP) to uncover some massive, long running procurement scandal with the military industrial complex.
