One of these cities is Miami and the surrounding Miami Dade County. According to official estimations damages of rising sea-levels in excess of $3.2 billion can be avoided by 2040².

@nsokolsky I was unable to find an earlier figure. It seems like this is the first study of its kind and one would need to model this for earlier years.
@pmn IMO this question is currently impossible to bet on because there isn't a clear explanation of how it would be resolved
