Be sure to read the resolution criteria carefully and tell me if you have any concerns, as I am taking the word "typhoon" in the context of intensity as it is taken broadly by the CWB (tropical storms are considered "mild" typhoons and hurricanes are "moderate" or "strong" typhoons) when it comes to the issuance of warnings.
This question will resolve according to whether a typhoon warning/alert (sea or land) is issued by Taiwan's CWB per either:
https://www.cwb.gov.tw/V8/E/P/Typhoon/TY_WARN.html
or Taiwan's CWB database (in case I miss the alert) which provides alert issue times (https://rdc28.cwb.gov.tw/TDB/public/basic_query/ where the storms that have alerts are under the warning period column 警報期間, and if you click on the typhoon it shows the storm's issue times for alerts next to 發布時間).
Resolution criteria:
If a typhoon warning/alert (land or sea) is issued by the CWB of Taiwan (per the links above) between now (August 24, 12:00 PM EST) and before August 31, 12:00 PM EST (this is September 1 00:00, Taiwan time) the question will immediately resolve YES (it will resolve early if I can verify the warning/alert on one of the two links).
"Mild" typhoon's warning's are acceptable:
Important note: even tropical storms are called a "mild typhoon" by the CWB.
It is possible that a land/sea warning will be issued for a storm that is only a tropical storm (a "mild" typhoon) and this will still count towards resolving YES. If it shows up with an alert in the database even as a "mild" typhoon it will still count towards resolving YES. For example, a sea alert issued TS Kompasu (2021) https://rdc28.cwb.gov.tw/TDB/public/typhoon_detail?typhoon_id=202118 would still resolve YES in terms of the criteria for it being a "typhoon" and that an alert was issued (a sea alert in this case).
Here is the intensity classifications used by the CWB:
https://www.cwb.gov.tw/V8/E/K/Encyclopedia/typhoon/#typhoon-10
When warnings are issued, per https://www.cwb.gov.tw/V8/E/K/CommonFaq/meteorology_all.html "A land warning will be issued if the typhoon's radius of sustained winds of 34 knots or greater is going to hit the land of Taiwan, Penghu, Kinmen, and Matsu in 18 hours."
Resolution timing:
If I can find a warning for a typhoon (land or sea alert/warning) on the first link per the resolution criteria the quesiton will resolve YES (early). If I am unable to find an alert/warning by closing time, I will wait up to 10 days to check the second link (the CWB database) in case I missed the timing for it on the first link. According to the database for CWB: "It takes 5-10 working days to be processed and sorted before it can be updated on the webpage." I may wait up until September 10, 12:00 PM EST to resolve this question if I cannot resolve early, but the question will close August 31 12:00 PM EST. The reason is that I may miss the warning/alert if it is quickly put up and taken down by the CWB. If I am unable to find a typhoon warnings/alerts per the resolution criteria, by September 10, 12:00 PM EST per the links above, the question will resolve NO.
Weather info:
The track of Saola is very uncertain right now:

The ECMWF shows some potential of it striking Taiwan but it still has a very uncertain track:
