President Putin has recently announced a partial mobilization of Russian citizens. According to Russian media it is expected that the first wave of the draft will enlist males under the age of 35 with prior military experience. Around 300 thousand soldiers are currently expected to be drafted, which is approximately 2% of Russia's 15 million men aged 18 to 35.
This question will resolve positively if as of March 31st 2023 at least 50% of Russia's male citizens will be officially allowed to leave Russia to a UN-recognized country other than Belarus. Credible Russian and Western news sources will be used for resolution.
