I don't think it makes sense to count "Staatsminister" as minister even though it is in the title. They are not head of any ministry. They are high level secretaries (under minister Thorsten Frei according to this press release).

Today they published the "Koalitionsvertrag". It contains which ministries there will be and which party will get them. It is not decided which persons though.
