Resolves to YES if Putin is forced to flee Russia before 31st of december 2023 midnight GMT.
Resolves to NO if he dies, gets jailed or stays in Russia. or just leaves Russia without any coercion on diplomatic travels or vacation.
If he is forced to stay away after leaving, it counts as YES.
