Resolves YES if Destiny (Steven Kenneth Bonnell II) is unbanned by Twitter before March 2023, otherwise NO.
This is defined as: YES if Destiny is allowed back on Twitter with Twitter's permission, regardless of whether it's an old or new account. Ban evasion does not count.
