If any trader who wishes to recover their losses is able to, that counts as YES - it is not necessary for the recovery to be automatically applied to everyone. For example, what Yev and the community so kindly did on the accidentally misresolved market https://manifold.markets/RuthGraceWong/will-the-ftc-interfere-with-adobes would count as YES (but I wouldn't expect the same to happen here given the huge scale of losses.)
