This question resolves as yes even if the freedom to kiss publicly is only granted to some groups of people such as tourists, non-Muslims, heterosexual couples or married people.
However, this question is restricted to kissing on the mouth (so kissing on the cheek doesn't count).
By "de jure" I mean: legalized by legislation or decree or caselaw or any official interpretation of the law such as the Dubai Code of Conduct. For instance, if the law doesn't change but the Dubai Code of Conduct is updated to "Kissing is tolerated for married couples" this question would resolve as yes. On the other hand if nothing changes in official sources but the law is in practice not enforced anymore, it would resolve as no.
This question is limited to Dubai. Laws and practices in other emirates are irrelevant.
