The most recent update that I’m seeing on this is from a Russian news source in early November saying:
The Perm representative of Wagner confirmed to 59.RU that the information about the recruitment is reliable. According to him, now the Wagner PMC has become part of the Russian Guard and has become its division, which is headed by the son of the deceased Yevgeny Prigozhin, Pavel.
I don’t know if there’s going to be a more reliable source that this, but this looks to resolve YES to me. This happened “by 2023”
