Resolution criteria
This resolves based on the first official announcement that a person different from the incumbent is appointed Prime Minister of France.
For each answer month M, resolve YES if the appointment is officially announced before 00:00 on the first day of month M (Paris time, CET/CEST). Otherwise resolve NO.
“Officially announced” means: (a) an Élysée press release naming the new Prime Minister, or (b) publication of the appointment decree in the Journal Officiel—use whichever occurs first. Caretaker management of “affaires courantes” by the outgoing PM does not count. Reappointment of the same individual as PM does not count as “new.” If both an Élysée note and a decree are issued on different days, use the earlier timestamp (Paris time). (elysee.fr)
