The UK parliament is considering the Online Safety Bill: https://bills.parliament.uk/bills/3137
Secure messaging apps including WhatsApp have criticised the bill in its current form: https://techcrunch.com/2023/03/10/uk-osb-e2ee-warning/
I will consider the correct answer to be YES if at some time in 2023, WhatsApp becomes unavailable in the UK for at least 24 hours, and Meta announce they have decided to stop the WhatsApp service and/or the UK government announces they are blocking the service. Note that if the app becomes available again afterwards, the correct answer will still be YES. If the WhatsApp service is temporarily unavailable because of a technical fault that will not count towards the result of this market.
