Users can already run their own lottery via a free response market like "I will chose a random answer." The mana winnings are in some sense market creation tickets.

I actually think free questions are good, but probably not like this. Maybe "market drafts" that don't open until someone (anyone) adds liquidity?

I'm picturing a lottery where you can buy M$10 tickets to win a "free" market.  To prevent abuse, only allow one ticket per user per drawing.  Randomly select one ticket every time there are 10 valid tickets.

Resolves YES if there's a way to win the opportunity to create markets before September 2022.  This could be a lottery where you pay for the chance or free opportunities to enter.
