Should be a league-specific chat, not a manifold-wide chat. A comment section like on questions is fine. It's also okay if it's publicly visible or open to comments/chats by users not in the league, but should be embedded or available in a way that's intuitive and native to the individual leagues.

Provided there was a socially active base ( which I don't see evidence of except higher up in the leagues ), I think actually one cool idea would be inter-league competitions (turning leagues into teams that also have players competing against each other and the leagues competing against other leagues in the form of teams).
This way we could have leagues competing individually with each other AND with other teams. It would be sort of like baseball, you want to hit homeruns, but you also want your team to win.
