The moderators must expect the candidate to whom the question is directed to respond with an opinion related to the shutdown, an issue related to it, or a person involved in it.
It will resolve to N/A is the debate is cancelled, and to NO otherwise.
During the August 27, 2023 debate, the moderators discussed many topics for over three minutes without actually asking a question. If that happens again, whatever is discussed in their monologue is irrelevant; only the expectation of a response related to the government shutdown is important.
Whether the candidate actually answers the question that was asked is not relevant to the market's resolution.
