Thank you for helping to clarify, since only congress can declare war then market is resolved when congress declares war. No target country.

Biden, as President, doesn't have the power to "formally declare war." Congress does. See U.S. Const. Art. I § 8 ("The Congress shall have power ... [t]o declare War."). Given that, can you clarify the resolution criteria?
