Has free market trade policy with average tariff rate 0%.
Has free market urban planning policies such as all residential land being allowed to be mixed use apartments and annual rent increases allowed at least up to 15%.
Has free market labor policies like no minimum wage.
Has democratic governments at all levels.
@CodeandSolder it's a city where you can live with the mentioned policies at any level of government. For example, if a place has 10% income tax at federal level, 5% sales tax at state level and 1% sales tax at municipal level, it would push you over the 15% threshold because they combine to 16%.
VAT is a transaction tax.
Special consumption taxes are fine if very specifically targeted like alcohol, tobacco, or fuel.
