As in question, will be based on IEA data on 2023 global EV sales. Mexico has not yet seen a huge boom/uptake in EV sales with less than 1% of new car sales being EVs last year (source: https://hannahritchie.com/ev-data-explorer/)

A bit hard to screenshot. But the 2022 numbers combine for 8400, as stated in the question prompt. the 2023 numbers combine for 15,200, far ahead of 12k. resolves YES.
