Resolution criteria
This market resolves to YES if the Vancouver City Council formally votes to adopt or approve the "Villages Planning Program โ Villages Plan, City-initiated Rezoning and Vancouver Official Development Plan Amendments" on or before October 16, 2026 (the day before the next municipal election).
This market resolves to NO if the October 17, 2026 municipal election begins without the City Council having formally approved or adopted the plan (including if they vote to reject it, postpone the decision, or refer it to the post-election council). Also resolves NO if plan with fewer areas is adopted. Resolves YES if a more ambitious plan is adopted instead.
The primary source of truth for this market will be the official City of Vancouver Council Minutes and Decisions or reputable local news reporting (such as CBC News or the Vancouver Sun).

The "Villages Plan" is a major housing densification and zoning proposal in Vancouver, British Columbia. It aims to transform 17 designated "village" areas across the city into denser, walkable, mixed-use neighborhoods.
