The use of petrol, diesel and other fossil fuels is banned*, either through those cars being banned from use, or the sale of those fuels being banned/restricted from being sold to the general public**.
*Hybrid cars that can use fossil fuels or electricity would need to be restricted so that they may only be run with electricity.
**A ban similar to the current ban on leaded fuel, where exceptions are made for rare/classic cars where leaded fuel is required for preservation would still count.
I'm counting "the majority of the world" on a population basis. At least 50% of the world's population needs to be in a country with these rules.
