This question will resolve based on the figure quoted on the tesla.com “Order” page, whenever the new Model 3 Performance is first made available for (pre-)order in any country. If there are multiple trim levels, the fastest will count.

For reference, the last M3P has a top speed of 162 mph = 261 km/h by this methodology. The new “Highland” Model 3 Long Range has a top speed of 125 mph, down from the previous generation’s 145 mph.

The new M3P is now available with a listed top speed of 163 mph, which is faster by 1 mph. Therefore, resolving as YES, as per the written wording of the question. (Even though I feel that the correct answer should be NO in principle)
