  • Evidence of him registering for the Republican Party

  • Voting in at least 2 consecutive elections for the GOP candidate in his district/for president

  • A statement from him that he's switched parties or identifies more with the GOP now

Just to be clear, what wouldn't count is people saying he "might as well" be GOP over his objections.

That hardly sounds like sufficient evidence of him being an ardent member of the GOP. Isn't it fairly common to register as a member of the other party to be able to vote in primary elections? (No idea who this guy is or where he lives.)
