Resolves YES if one state or the federal government mandates that some type of public road signs include metric units prior to 2035. This resolves YES even if the mandate does not come into effect until after 2035. The mandate must effect all signs of that type within the jurisdiction of that governing body. Resolves NO if no state mandates that some public road signs includes metric units prior to 2035.

I could see Maine or New Hampshire or Vermont adding dual speed-limit signs in the "Maximum" style or something. The odds are certainly higher than 7%.
