Will judge yes based on reporting from reputable sources and Wikipedia. If there's no consensus on which "side" has a majority in post-election analysis by the closing date, I'll judge N/A. A strong indication of "yes" would likely be All of Mpls (moderate democrat organization) endorsed candidates (currently appear to be listed at https://www.allofmpls.org/minneapolisprecinctcaucus-1) winning a majority of seats.

With only one race (ward 5) pending https://www.startribune.com/live-results-from-the-2025-minnesota-elections/601467644 and 5 moderate seats so far (going by All of Minneapolis endorsements https://www.allofmpls.org/home/#candidates) it seems impossible to get to 7/13 for majority.
