There is no "suspending" in this description. He said he's staying in the race, and encouraged his voters in red and blue states to vote for him. This market was not correctly resolved.

I watched the speech. While there were more nuances than expected, he clearly encouraged his voters in swing states to vote for Trump, and I think suspending campaign, especially combined with withdrawing from swing state ballots, qualifies. That’s my take. And the WSJ’s:
