Does this include delegates that don't get to vote at the convention? (It is possible that 100% of the delegates are not seated/not given a vote)

@MaybeNotDepends for the purposes of this question, I'd only count voting delegates.

@Tripping Does this count only actual states, or does it count non-states which award delegates as well (e.g. American Samoa)?

@DanielTilkin The question states the delegates have to be from New Hampshire.
