Background: @IsaacKing has handed off the moderation and resolution of the Whales vs. Minnows market to a council consisting of @Conflux, @MartinRandall and @jack as of April 19th. For this reason, I have decided to N/A the markets regarding Isaac's determination of alts since these questions are ill-formed and make the question regarding the official determination of "alts" by the council or whatever the official source for the resolution of the market is.
This question resolves Yes if more than 10 accounts are deemed to be alts and disqualified from counting as a minnow in the WvM market.
