Sorry, I'm not helpful. What I meant to say is: I interpreted your question as "by the end of June 30th" because of the close time.

@MayMeta yea so I know for sure that I meant to say before meaning that June 30th wouldn't count. I sort of hoped it wouldn't matter but it now does. I sort of am leaning towards N/Aing it since i did a bad job responding to questions

@MarcusAbramovitch im just saying, that this isn't really the same as "at" vs "by".. saying "before" is a little more clearer than "by" or "at"
before is defined as: during the period of time preceding a particular time or event..
so with before in here, before would mean anytime previous the date of june 30... so it would have to be 29 and back.
the 30th shouldn't be included.

EDIT: but i can understand if it goes either way. because i think you're intention was to include june 30, but there was obvious mix up on the word or who knows.

@higherLEVELING Yea I agree with this. I actually think my intention was to have before. That was a purposely selected word since I saw problems before. but since I did a poor job answering, i don't want to screw people so I might just n/a it. i was hoping it wouldn't matter
