 Yeah, I had interpreted these questions as whatever Isaac or his delegate would count. But I could see it being read either way.

 Hmmm, I feel like I should let others comment on that? There is a reading of the question that is something like "will it be officially decided that the WvM market had more than X (in this case 250) alts" 

Isaac is refusing to make clear which accounts he will count as "alts" and disqualify them from team Minnow. Will he determine that more than 250 accounts are "alts" according to his definition?
