There are recent news of Coinbase shutting down their referral program and speculation (some in the industry call it FUD) about they going under.

Jul 17, 10:50pm: Just to make sure. If CoinBase shuts down withdrawals during the period but restart before the end of August 2022, this will settle to yes. I understand thst the word "until" may cause confusion.

Just to clarify, it seems like the way the question is worded, YES would require Coinbase to shut down withdrawals and then ALSO bring them back before the close date?
