Resolves based on media reporting. If the organization is defunct according to wikipedia before that date, resolves NO early.

CLARIFICATION: Given that the permanent council is chaired by a minister as a matter of course, meetings where SOME ministerial level people are present do not count unless it is clear a vast majority of countries represented have sent cabinet level or better representatives. Summits and Ministerial councils in particular will on the other hand resolve as YES even if one or a few countries do not send appropriate level representation.
