every non-incarcerated adult citizen indefinitely over regular intervals. If the UBI is extended to more than just every non-incarcerated adult citizen it counts, but every non-incarcerated adult citizen must be included

If you’re wondering why I specify non-incarcerated, it’s because I wait my resolution criteria to include any possible plan that would reasonably be called UBI, and I’d imagine it’s semi-likely if such a plan were implemented it would exclude people in prison
