The reputational value to Hasbro / WorC and thus the value of 'no' increases over time. I think the adjustments made in the Kaladesh era speak best to that.

The Magic 30 cards could have been a test of the waters, or an attempted circumvention if they legalize those.

@IsaacKing I think the community response to M30 made the likelihood of further attacks against the RL as it stands less likely, not more.

Does "sanctioned events" include Arena or MTGO events?

@Multicore No, reserved list cards have already been reprinted on MTGO; it only applies to paper.
