Both the House and Senate must approve such an amendment by a 2/3 majority for it to be effective, but this question resolves YES if a proposed amendment advances to a vote at all, in either body, in 2024.
Any amendment rescinding the immunities from criminal law that the Supreme Court established in Trump v. United States will qualify.
Edit: "any vote at all" includes any vote in committee. It doesn't have to go to the floor.
