The situation was "avoidable" in a context that puts blame on the shooter

@TeapotinSagittarius I'm not sure that his comments would have necessarily resolved this, he comes off to me as neutral towards the shooter, but sad about the outcome. He mostly puts the blame on the victim, but also says, "When you look at that tape, it— it can be viewed two ways, I guess," which is as close as he gets to acknowledging any fault by the agent
