Colorado has a system where party members vote at an assembly for who should be in the primary, requiring 30% of the vote at the assembly. In addition, candidates can be in the primary by meeting a signature requirement. Degette and Kiros were chosen at the assembly, with 33% and 67% of the vote respectively. James met the signature requirement.

At what point does the member's difference in policy matter? I thought they needed like dozens of people to agree to do anything.
