Anyone can search for one. To make it harder it's gotta be on a Tesla and it's got to be a photo you took yourself and also it's got to be clear. And if you are sketchy I'm not going to allow it or may require additional proof. (Ie details on the location, your GPS track etc)
Due date will be extended as needed. If ca goes with another solution then we'll NA. This only applies to the main normal car plate series not special vehicle types.
For example, today and for the last year or more, all new cars with new plates are assigned one like: "9******" and before that they began with 8, etc

@VandelayIndustries That seems chaotic. That site has made mistakes or approved weird out-of-order submissions before. Anyway, anyone can submit sightings whenever they like, to the comments here.
@VandelayIndustries Yeah I've been watching as 9y, 9x zoom out. It's strange, where am I seem to see the new letters all of a sudden; like when 9Y came out, I suddenly was seeing 9YM and very high letters, right away. Could they be maybe sending huge lots of plates to the different DMV offices for local dispatch, and some offices are going through them faster or out of order?
Also the lists on licenseplate.cc are always way way ahead of what I can see despite driving a lot.
