Social media posts or public statements (made to media) accusing the person of any type of sexual misconduct against the poster. Must include or clearly imply "MeToo".
Civil or legal proceedings started against the person
Sexual assault accusations that don't mention MeToo
The post/accusation must have 1,000 likes or be reported on in mainstream media.
Must be a genuine accusation (eg: not a joke, April fools or someone betting on this market)

I feel like the majority of "technically counts as allegations" will be the vast number of social media trolls who have never even met the public figure making baseless claims just to get attention and/or to slander a figure they don't like, which tragically risk drowning out the many voices of actual abuse victims. Plausibly there may be multiple of these per day for any internationally famous figure. For the most part these are ignored by the public via subjective vibes due to not being written with a remotely formal or serious tone. How will you objectively determine which accusations are genuine? This basically determines whether most of these are near 0% or near 100%
