Magnus says he'll say more after the tournament. As the description says, this market will resolve NO unless Magnus expresses regret for the manner in which he withdrew from the Sinquefield Cup. If he says something more passive aggressive like he regrets Niemann cheating or that he regrets how the tournament enforces cheating, but does not express regret for how he reacted to the circumstances, this still resolves NO.
"I regret that I did that" resolves YES
"I regret that I had to do that." resolves NO because that's not actually regret for his own actions.
