@Marnix Yeah, it's a weird case. I'd personally lean towards N/A since the market creator didn't specify if DC counted, but a strict textualist reading of the question would exclude DC.

I'm not American but even I know DC isn't a state. Therefore it should be obvious that DC doesn't count.
