I think this will likely be NO if Biden (or a Democrat) win the election, but very likely YES if Trump wins (and maybe even money if a non-Trump Republican wins, though Manifold thinks that is unlikely).
Of course, I doubt there is much value to signing end-of-term EOs when the next administration can just undo them, even if recent history indicates that's what happens. I guess it's mostly signalling/trolling with maybe a small hope that one or two of them stick.
@BTE Last 4 administration EOs by quarter--both Obama and Trump had a frenzy at end of term, so hard to extrapolate, though I'm still on team NO
