The thing is the U.S. government doesn't really have the strength for two proxy wars happening at the same time. The aircraft carrier is just a bluff to other Saudi Arabia coutries.

Suppose Tomahawks are launched from a Frigate in the battle group? Is that a strike by the carrier?
