Hrm yeah we don't have hard and fast rules about spam - but we reserve the right to delete or hide (or otherwise not count) comments we feel are not generally good for Manifold.
I don't think we've ever had to delete a comment, except for one time a user specifically asked us to delete their own
@Austin Please let me know if my activities at https://manifold.markets/Richard/will-the-number-of-comments-on-this verge on rulebreaking. It looks like I'm going to have to leave 600+ comments per day to have a chance at beating whoever is betting $0 against my position repeatedly, but I'm limited by comment box load times to about 3 comments per minute.

Hmm, might encourage spam? Maybe add a rule you can't add your own name unless you are a MM employee (in which case you probably wont spam!)
