Government of India and Twitter / X have been at conflict, from long before the Musk takeover of Twitter. That conflict continues to today as Musk takes a hardline stance against any form of censorship.
If X is banned in India by the end of 2024, this resolves YES. The ban must be national level, and not regional (internet services are frequently interruped in unstable regions in the country), where ISPs are forced to block access to twitter
The question resolves YES even if the ban is rescinded.
Musk has shown that he is actually fine with censorship as long as it means he avoids X being banned in a country and loosing a market. Not so much of a 'hardline stance against any form of censorship'. https://www.businessinsider.com/free-speech-censorship-elon-musk-throttled-tweets-turkey-presidential-election-2023-5?op=1&r=US&IR=T
