In the previous assessment in 2018 China had the highest national mean score in all three categories: Mathematics, Science, and Reading. Will China again have the highest score in all of them?
Resolves to YES if China has the highest national mean score in all three categories (including ties).
Resolves to NO if China does not have the highest national mean score in at least one of the three categories.
Resolves to N/A if China's results are not reported for at least one of the three categories and it got the highest score in the others. Resolves to N/A if the results are not reported for all three categories by the end of 2023.
Resolution to YES or NO does not require all of China's regions to be represented in the data.

I'm planning to resolve this as N/A.
A point could be made for deciding this as NO based on Hong Kong's and Macao's results. But I think it's clear from my description (specifically "In the previous assessment in 2018 China had the highest national mean score") that the question was referring to mainland China, excluding Hong Kong and Macao.
