This market resolves to the first of the three regions which has an internationally recognized independent government. "Internationally recognized" means that they recieve diplomatic recognition from at least one current permanent member of the UN security council, or any widely recognized successor governments to such members. (Thus, Russia/France/China/US/UK).
The government must claim to primarily be the government of Catalonia/Scotland/Quebec.
