Resolves YES if, by 23:59 MSK (UTC+3) on December 31, 2050, an official act of the Russian Federation establishes a new court within the domestic judiciary whose official name contains “tribunal” (English) or “трибунал” (Russian).
Must be a newly created state court/body (not just a renaming) established under Russian law; international tribunals or private arbitral tribunals ("третейские суды") do not count.
If multiple such bodies are created, a single qualifying example is sufficient for YES. Otherwise resolves NO.
Background
Russia’s official publication channels for federal laws and presidential/government acts include, among others, Rossiyskaya Gazeta and the Official Internet Portal of Legal Information; publication there is legally recognized for verifying new institutions.
The Supreme Court’s site outlines what constitutes the judicial system (courts of general jurisdiction, commercial courts, specialized courts). New courts appear in this structure.
Extraordinary courts are currently constitutionally prohibited (Constitution, Art. 118), so creating anything labeled a “tribunal” would likely require specific federal constitutional legislation and/or amendments to that article.
