Resolves YES if X (AKA Twitter) launches a program to verify users that requires they go through a KYC program involving a selfie, photo ID submission, both, or sufficiently similar.
This will resolve YES regardless of if it is a new twitter verified badge color, or one that already exists.
Must be verified either by an official launch announcement or multiple trustworthy news posts.
