Resolves to the date the name of the new senator is announced by the state's governor or other official with the authority to appoint a replacement (note that the date range is chosen such that if it is decided to wait until the November election, all options resolve NO).

I will wait at most 5 days after the announcement to see if the name is retracted/changed for any reason. If it is retracted, then this does not resolve.
